What is a Commencement Certificate?

The Commencement Certificate is provided in 2 different phases. One when the construction has reached the plinth and another when one crosses the plinth.

What is a CC (Completion Certificate)?

A Completion Certificate is issued by the local municipal authority once the construction of a building is completed as per approved plans, rules, and regulations. It certifies that:

  • The building complies with FSI (Floor Space Index) norms
  • Safety measures (like fire exits, structural stability, etc.) are in place
  • Construction is done according to sanctioned plans

Without a valid CC, the builder may have deviated from approved norms — which can invite penalties or, in the worst cases, demolition orders. It is necessary that you ensure this certificate is in place.

What is an OC (Occupancy Certificate)?

Once the CC is obtained, the builder can apply for the Occupancy Certificate. This document legally certifies that the building is ready for occupation. It confirms that:

  • Water, electricity, and sewage systems are properly in place
  • The building is fit for occupancy
  • It complies with all local laws and safety standards

Without an OC, you technically can’t move in — and banks might deny you a home loan or delay disbursement.

  1. Ask the Builder: Reputed builders readily share copies of the Commencement Certificate, CC and CC upon request.
  2. Visit the Local Municipal Office: You can verify these documents at the town planning or municipal office. They can also guide you about the project.
  3. Online Verification: Many states in India offer online property portals (e.g., MahaRERA in Maharashtra) where you can check project approvals and certificates.

 Though the chances that the Commencement Certificate cannot be shown to the customer, you can trust the OC and CC.
